California boaters with expired marine flares have several free disposal opportunities later this month, but eligibility and appointment rules differ by county. Some locations accept only local recreational boaters, and at least two require advance booking.

The October 15 state announcement lists collections on October 24 in Huntington Beach, San Diego and Oxnard, followed by October 25 events serving Alameda, Marin, San Mateo and Santa Cruz counties. Participants must establish that they live or berth a boat in the participating region. The collection windows are specific; the announcement does not authorize leaving flares outside event hours.

Appointments and local eligibility

Alameda County's StopWaste listing confirms an Oakland collection on Sunday, October 25, from 9 a.m. to 1 p.m. Pacific. Registration is required, and the exact address arrives in the confirmation email. Space is limited. The event accepts recreational boaters who live in Alameda County or berth a boat there; it excludes material from commercial craft, businesses and organizations.

StopWaste's booking instructions ask participants to select a language, choose an available time, enter their information and complete the appointment. The address should therefore come from the reservation confirmation rather than an assumption about the county's regular hazardous-waste locations. The listed information number is 800-606-6606.

San Mateo County Health's program page separately confirms an October 25 marine-flare event from 10 a.m. to 2 p.m. at Pillar Point Harbor, 1 Johnson Pier in Half Moon Bay, with an appointment required. The county directs users to review program rules before scheduling and provides 650-372-6200 for appointment assistance.

Unlike Alameda's recreational-only collection, the state notice includes eligible San Mateo County commercial boaters generating less than 100 kilograms, or 220 pounds, of hazardous waste monthly. County residents and boaters berthing there also qualify. That distinction matters for anyone deciding which event can accept their flares.

Other collection windows

The October 24 southern locations are Sunset Aquatic Marina in Huntington Beach, 7 a.m.–1 p.m.; Shelter Island Boat Ramp in San Diego, 8 a.m.–noon; and the Channel Islands Harbor parking lot in Oxnard, 11 a.m.–3 p.m. Check the linked state schedule for street addresses, proof requirements and designated drop-off directions before travelling.

Disposal requires a separate plan

The Division of Boating and Waterways' disposal guidance explains that pyrotechnic flares become a hazardous-waste problem when no longer usable for their intended purpose. Their chemicals can be toxic, reactive and ignitable. Ordinary trash and waterways are inappropriate disposal routes, and firing an expired flare for entertainment can create a false distress signal and a fire hazard.

For boaters outside these participating regions, the division directs recreational owners to their local household hazardous-waste program for options. Commercial operators and organizations are directed to a qualified hazardous-waste contractor. A local collection's eligibility should be checked before making a trip or treating another county's event as a substitute.
