# U.S. Military Expands Combat Planning Toward the Moon

The U.S. military is preparing for conflict from the seabed to the space between Earth and the moon, its top uniformed officer said Wednesday, as the Space Force outlined a five-year plan to nearly double its size to about 25,000 personnel. Gen. Dan Caine, chairman of the Joint Chiefs of Staff, called for forces able to “fight, endure and win” across that range during an address in National Harbor, Maryland.

The shift does not mean the United States has announced plans to fight on the moon. It does mark a broader military boundary: senior officials are now treating cislunar space, the vast region extending beyond conventional Earth orbit toward the moon, as an area that future forces may need to monitor and defend. The remarks followed the U.S. government’s first public acknowledgment that it already operates weapons in orbit.

## Planning moves beyond Earth orbit

Caine delivered the keynote at the Air, Space and Cyber Conference, where the official [conference agenda](https://www.afa.org/air-space-cyber-conference/2026-agenda/?ref=theamericanquorum.com) placed his remarks alongside sessions on space superiority, electronic warfare and nuclear command. According to an [AP report](https://apnews.com/article/space-weapons-china-moon-caine-fc21f6917cb5d7bb403dbea920e8e3a5?ref=theamericanquorum.com), Lt. Gen. Gregory Gagnon, head of the Space Force’s Combat Forces Command, said expanding human activity deeper into space requires the service to prepare to defend U.S. interests there.

Gagnon said potential adversaries, particularly China, are pursuing military activities across the space domain. He also described a proposed expansion from the Space Force’s current strength to roughly 25,000 service members over five years, with about two-thirds of the growth directed to Combat Forces Command. That concentration would place most new personnel in the organization intended to generate and present combat-ready space forces.

Operating near the moon presents problems unlike those in low Earth orbit. The distances are much greater, communications take longer, and the gravitational interaction of Earth, the moon and the sun creates complex flight paths. Military usefulness would depend first on surveillance, navigation, communications and the ability to identify potentially hostile behavior across an enormous volume of space, not simply on placing weapons farther from Earth.

## Orbital weapons move into public view

The cislunar remarks came two days after Air Force Secretary Troy Meink said the United States had fielded “on-orbit space control weapons” capable of defending U.S. forces against hostile action. Meink did not identify the systems, say how many had been deployed or explain whether they were intended to affect satellites, ground targets or both. A Space Force spokesperson said space control can involve kinetic or non-kinetic means and may serve offensive or defensive purposes. Those categories cover very different risks. Electronic jamming or cyber operations could temporarily disrupt a satellite without creating debris, while a physical strike could scatter fragments that remain dangerous to military, commercial and scientific spacecraft for years.

The Pentagon has not described the weapons’ effects, targets or rules of employment, leaving outside analysts unable to judge whether the announcement reflects a newly deployed capability or a new willingness to acknowledge an existing one. Officials presented the systems as deterrence: a visible ability to deny attacks may convince an adversary that striking U.S. satellites would fail or bring an effective response. Public ambiguity can also complicate crisis decisions if rival governments assume the systems are more destructive than they are.

## Treaty limits leave important gaps

The 1967 Outer Space Treaty prohibits placing nuclear weapons or other weapons of mass destruction in orbit. Its [treaty text](https://www.unoosa.org/oosa/en/ourwork/spacelaw/treaties/outerspacetreaty.html?ref=theamericanquorum.com) also reserves the moon and other celestial bodies for peaceful purposes, barring military bases, weapons tests and military maneuvers there. It does not impose a comprehensive ban on conventional weapons in Earth orbit, creating legal space for systems that disable, interfere with or physically attack satellites.

That distinction matters because Caine spoke about preparedness extending to cislunar space, while no official announced a base, weapons test or military maneuver on the moon itself. The statements therefore raise strategic and arms-control questions without, on the disclosed facts, establishing a treaty violation. Gagnon said the Space Force would continue safe and responsible operations, but he did not describe U.S. policy on kinetic projectiles in space.

Russia responded by renewing its call for a binding agreement banning offensive weapons in space. Deputy Foreign Minister Sergei Ryabkov said Moscow had not been notified about the U.S. capability and argued that an arms race could still be prevented, according to [Reuters](https://www.reuters.com/business/aerospace-defense/russia-says-there-is-still-time-stop-an-arms-race-space-after-us-orbital-weapons-2026-09-16/?ref=theamericanquorum.com). China separately said it opposed weaponization and urged Washington to halt what it called preparations for war in space.

## Deterrence and escalation remain intertwined

Neither Russian nor Chinese objections can be evaluated apart from their own counterspace programs. All three powers possess or are developing ways to threaten satellites, and ground-launched anti-satellite tests have already demonstrated the physical danger. The U.S. position is that credible defenses can deter attacks; its competitors argue that public deployment encourages matching capabilities and makes conflict more likely.

Independent experts have warned that openly confirming orbital weapons could accelerate that cycle. Astronomer Jonathan McDowell told the [Guardian](https://www.theguardian.com/science/2026/sep/15/us-confirms-first-time-it-has-deployed-weapons-space?ref=theamericanquorum.com) that Russia and China would be likely to respond in kind, while noting that even non-kinetic jamming would represent a substantial escalation in military space activity. The uncertainty surrounding the American systems makes that prediction plausible but not inevitable.

What changed this week was the public posture more than the verified inventory. U.S. leaders acknowledged deployed orbital weapons, extended their planning language toward the moon and proposed a substantial expansion of the force responsible for space combat. What remains unknown is more consequential: the systems’ actual capabilities, the conditions for their use and whether disclosure strengthens deterrence or becomes another step in a poorly regulated arms competition.
