- Description: Ukraine says U.S. ballistic-missile warning intelligence and Starshield satellite speeds are fully restored after disruptions that exposed Kyiv’s dependence on American-controlled defenses during intensified Russian attacks.

Ukraine says U.S. warnings about imminent Russian ballistic-missile attacks are again operating fully, restoring a critical layer of air-defense intelligence after a disruption that had intensified questions about Washington’s support for Kyiv. President Volodymyr Zelenskyy told Ukrainian television that the warning feed had returned to full operation, while [Reuters](https://www.reuters.com/business/media-telecom/zelenskiy-says-us-warnings-ballistic-strikes-have-fully-resumed-2026-10-25/?ref=theamericanquorum.com) reported that Starshield satellite service was also functioning at speeds of up to 420 kilometers per hour.

The satellite restoration is independently reflected in Ukraine’s own technical reporting. The [Defense Ministry](https://mod.gov.ua/en/news/starlink-and-starshield-speed-restored-in-ukraine?ref=theamericanquorum.com) said its monitoring systems recorded stable Starlink and Starshield connections above 400 kilometers per hour after earlier restrictions. Zelenskyy’s [presidential office](https://www.president.gov.ua/en/news/vidnovili-robotu-starlinku-starshildu-na-shvidkosti-yaka-bul-107025?ref=theamericanquorum.com) said the systems had returned to pre-restriction speeds by Saturday morning and described the change as important for frontline logistics, communications and defenses against fast-moving Russian drones.

The two restored capabilities serve different purposes. The warning stream gives Ukraine advance notice of ballistic launches, allowing air-defense crews and civilians to react during the few minutes available before impact. Starshield is the military-focused counterpart to SpaceX’s commercial Starlink network and carries battlefield communications, drone links and other government traffic. Restoring both reduces an immediate operational vulnerability, but it does not answer who ordered the restrictions or whether similar interruptions could recur.

## A reversal after days of conflicting accounts

Ukraine had reported that terminals on fast-moving drones lost connectivity earlier in October, disrupting missions during sustained Russian attacks. The [AP](https://apnews.com/article/ukraine-russia-war-starlink-musk-satellite-connectivity-0c6e685ee4637529ec64c1d6a902cc94?ref=theamericanquorum.com) confirmed Sunday that officials said the speed caps were lifted Saturday. The [Post](https://www.washingtonpost.com/world/2026/10/25/elon-musk-says-spacex-was-behind-restrictions-ukraines-starlink-access/?ref=theamericanquorum.com) separately reported that Elon Musk acknowledged SpaceX had restricted commercial Starlink after alleging that Ukraine violated its terms by using the civilian service for offensive drone strikes.

Ukrainian officials reject that allegation. They say commercial Starlink already operates under limits that prevent the type of deep-strike use Musk described and that missions requiring satellite connections on fast-moving military drones rely on Starshield. Musk has maintained that the U.S. government controls Starshield decisions, while Trump administration officials have denied ordering restrictions on either service. Those competing accounts remain unresolved, as detailed in earlier [TAQ coverage](https://www.theamericanquorum.com/musk-points-to-washington-as-ukraines-starshield-restrictions-persist/).

Zelenskyy said he raised both satellite access and ballistic-warning intelligence with U.S. special envoy Steve Witkoff during meetings in Oslo. Reuters reported that he presented the restorations as an outcome of those discussions. Washington has not publicly released a technical account explaining the warning interruption or the steps that returned it to full operation, leaving Ukraine’s statement as the most direct confirmation of the intelligence change.

## Restored warnings do not end the air-defense shortage

The restoration comes while Russian strikes are placing sustained pressure on Ukraine’s defenses. Zelenskyy said Russia launched about 2,300 attack drones, 48 missiles and 1,600 guided bombs during the past week, figures reported by the [AP](https://apnews.com/article/ukraine-russia-war-starlink-musk-satellite-connectivity-0c6e685ee4637529ec64c1d6a902cc94?ref=theamericanquorum.com). Days earlier, another [AP report](https://apnews.com/article/russia-ukraine-war-kyiv-attacks-putin-5eef1c7dc4cc401dd8de85f718574877?ref=theamericanquorum.com) documented a barrage that included 21 ballistic missiles against Kyiv and damage to homes, energy facilities and transportation infrastructure.

Advance warning helps Ukraine position defenses and alert residents, but it cannot replace interceptor missiles. Kyiv continues to seek additional Patriot ammunition and says U.S. approvals have delayed some transfers already funded or offered by allies, an issue examined in earlier [TAQ reporting](https://www.theamericanquorum.com/zelenskyy-says-us-approvals-are-holding-up-patriot-missile-deliveries/). Zelenskyy’s office said Saturday that several American and European interceptor packages were still pending even after the satellite service returned.

The restoration also does not close the oversight questions created by the disruption. A Senate inquiry is seeking Pentagon and SpaceX records on who had authority to impose the speed limits, what contracts governed the change and which U.S. missions lack an alternative provider. That [Senate inquiry](https://www.theamericanquorum.com/senate-inquiry-pentagon-reliance-spacex-starshield/) now has a new operational fact to assess: the system can be restored quickly after high-level intervention, but the public still lacks a clear decision chain for why it was restricted.

For Ukraine, the immediate result is significant. Its forces again have high-speed satellite connectivity for communications and defensive drone operations, and Zelenskyy says the early-warning feed for Russian ballistic launches is fully functioning. The next test is durability—whether both services remain available through renewed Russian attacks and U.S.-brokered negotiations, and whether Washington clarifies the authority that can interrupt them.
