# TikTok Routes 100% of U.S. User Traffic Through Oracle as China Data-Access Questions Intensify

TikTok said Friday that 100% of U.S. user traffic is now being routed through Oracle Cloud Infrastructure, a significant change in how the Chinese-owned video platform handles American data and a direct response to years of national-security scrutiny. The announcement came the same day new reporting described repeated access by ByteDance personnel in China to information about U.S. users, sharpening a question TikTok has spent much of its American expansion trying to answer: who can reach the data generated by tens of millions of people using the app?

In an official [data-governance statement](https://newsroom.tiktok.com/en-us/delivering-on-our-us-data-governance?ref=theamericanquorum.com), TikTok said it had changed the default storage location for U.S. user data and was working toward deleting private American user data from its own U.S. and Singapore data centers as it fully pivots to Oracle servers located in the United States. The company said Oracle would also work with TikTok on data-management protocols that Oracle would audit and manage.

## Oracle becomes the center of TikTok's U.S. security architecture

The migration gives Oracle a central operational role in a platform whose ownership has been under federal review since the Trump administration. TikTok said it is establishing a U.S.-based leadership structure to manage American user data and limiting the number of employees who can reach protected information. The company described those changes as part of a broader effort to build a security-first culture while preserving a globally connected service.

A contemporaneous [TechCrunch report](https://techcrunch.com/2022/06/17/tiktok-oracle-us-traffic-china-access/?ref=theamericanquorum.com) noted that TikTok had already stored substantial U.S. data in Virginia but was moving user traffic to Oracle infrastructure while retaining Virginia and Singapore facilities as backups for now. A separate [Guardian report](https://www.theguardian.com/technology/2022/jun/17/tiktok-us-user-data-china-bytedance?ref=theamericanquorum.com) quoted TikTok officials saying the company sought to minimize cross-region access and that employees in Asia-Pacific, including China, should ultimately have very limited access to U.S. and European user data.

The move does not by itself resolve the underlying ownership issue. TikTok remains controlled by ByteDance, a company headquartered in Beijing. U.S. concern has centered not only on where data is stored, but also on whether employees outside the United States can access it and whether Chinese law could ultimately expose the company to government demands.

## Fresh reporting revives the access question

The timing of TikTok’s announcement is significant because it coincided with reporting based on recordings from internal meetings. According to a [Reuters report](https://www.investing.com/news/stock-market-news/exclusivetiktok-moves-us-user-data-to-oracle-servers--company-2838380?ref=theamericanquorum.com), TikTok had completed migration of U.S. user information to Oracle servers as federal regulators continued examining whether ByteDance’s ownership created a national-security risk. The same day, other reporting citing leaked internal audio said U.S. staff had at times relied on colleagues in China to understand or access U.S. data systems.

TikTok has repeatedly said it has never provided U.S. user data to the Chinese government and would not comply with such a request. In an earlier [security statement](https://newsroom.tiktok.com/en-us/statement-on-tiktoks-content-moderation-and-data-security-practices?ref=theamericanquorum.com), the company said U.S. user data was stored in the United States with backup redundancy in Singapore and argued that its content-moderation and data-security systems were not directed by Beijing.

The new Oracle arrangement is therefore more than a cloud-computing contract. It is an attempt to create technical and organizational barriers that can be evaluated by an outside American company. If implemented as described, the architecture would separate default U.S. data storage from ByteDance’s existing infrastructure and subject important data-handling procedures to Oracle oversight.

## A policy dispute that has survived two administrations

Washington’s concern over TikTok predates the current administration. In August 2020, President Donald Trump ordered ByteDance to divest interests connected to the U.S. operations of TikTok’s predecessor transaction, citing national-security risks associated with the acquisition of Musical.ly. The [divestment order](https://home.treasury.gov/system/files/136/EO-on-TikTok-8-14-20.pdf?ref=theamericanquorum.com) directed federal agencies to take steps aimed at protecting data collected from American users.

President Joe Biden later replaced the Trump administration’s attempted categorical app bans with a broader process for evaluating foreign-controlled software. A June 2021 [executive order](https://www.whitehouse.gov/briefing-room/presidential-actions/2021/06/09/executive-order-on-protecting-americans-sensitive-data-from-foreign-adversaries/?ref=theamericanquorum.com) directed the federal government to assess connected software applications that may pose unacceptable or undue risks to national security, critical infrastructure or sensitive personal data. That framework kept TikTok under scrutiny while widening the review beyond a single company.

The policy problem is unusually difficult because TikTok combines an enormous consumer audience, a recommendation algorithm central to its product, global engineering operations and a parent company based in a strategic competitor. Moving servers can reduce some exposure, but regulators are likely to examine who controls software updates, recommendation systems, encryption keys, administrator privileges and the governance process surrounding exceptions to access rules.

## Data location is only one layer of control

For users, the most visible fact is straightforward: TikTok says American traffic is now routed through Oracle’s U.S. cloud. For regulators, however, location is only one element of data governance. A system can be physically located in the United States while still allowing remote access from another country. Conversely, a global engineering team may require limited access for debugging or security work without having unrestricted visibility into user records.

TikTok is trying to demonstrate that those distinctions can be managed through architecture, permissions and third-party oversight. Its plan to delete private U.S. user data from its own legacy data centers would make the Oracle environment more than a mirror or backup; it would make the U.S.-based system the primary home for sensitive information. The company also says it is reducing cross-region access and building a dedicated U.S. data-security organization.

Whether those measures satisfy federal officials will depend on the details of implementation and the degree of independent verification. The immediate change is nevertheless substantial. TikTok has moved the flow of American user traffic into Oracle’s infrastructure and has publicly committed to a more segmented data-governance model. The next phase of the debate will focus less on where the servers sit and more on who can reach them, who controls the code around them and whether the safeguards can be trusted under pressure.
