# Rhode Island Payroll Portal Goes 11 Months Without Update

Rhode Island’s public payroll database has gone nearly a year without a routine update, leaving residents unable to use the state’s main transparency portal to review current employee compensation while officials work through problems tied to a new financial and human-resources system.

The [state payroll portal](https://transparency.ri.gov/payroll/?ref=theamericanquorum.com) says its latest update was Oct. 9, 2025\. The fiscal year displayed there is therefore incomplete, and the site contains no payroll information from the current fiscal year, which began July 1\. The lag matters because the portal is the state’s simplest public tool for comparing salary, overtime and other compensation across agencies.

The Department of Administration told [Rhode Island Current](https://rhodeislandcurrent.com/2026/09/17/rhode-islands-payroll-transparency-portal-hasnt-been-updated-in-nearly-a-year/?ref=theamericanquorum.com) that quarterly uploads were paused during the transition to the state’s new enterprise resource planning system. According to the department, output from that system is not compatible with the existing portal, and staff have prioritized core business operations while they work on a replacement process. The agency did not provide a date for resuming updates.

The technical explanation follows a major modernization project. A [state solicitation for enterprise software and implementation services](https://rhodeislandcurrent.com/wp-content/uploads/2026/01/RFP25005466-Agency-Solicitation-Specifications.pdf?ref=theamericanquorum.com) described a fragmented environment that still depended on paper, PDF forms and decades-old COBOL programs. The state put the finance portion of its new system into operation in July 2025 and human resources and payroll in November 2025, Rhode Island Current reported. The overall project has been valued at about $99 million.

The payroll lapse is not the only gap. Rhode Island Current found that the expenditure database lacked fiscal 2026 material, although the separate [contracts database](https://transparency.ri.gov/contracts/?ref=theamericanquorum.com) continued to show recent entries. That unevenness means users cannot assume every section of the transparency site reflects the same reporting period.

State employee pay remains a public record even while the online tool is stale. Rhode Island’s Access to Public Records Act expressly treats records of public-employee compensation as public information under [Section 38-2-2 of state law](https://webserver.rilegislature.gov/Statutes/title38/38-2/38-2-2.htm?ref=theamericanquorum.com). The Department of Administration said updated payroll information can still be obtained through a records request.

That route is less convenient than a searchable database and can place more work on both residents and state staff. The portal, launched in 2013, is a voluntary disclosure service rather than a publication mandated on a quarterly schedule. Still, the portal's usefulness depends on timeliness: a database that stops before an entire fiscal year begins cannot provide the current comparison the public-facing tool is designed to make.

For now, residents examining current salaries, overtime or agency payroll trends should check the date shown on each database and request newer records directly when the posted period does not cover the question they are trying to answer.
