# Study Finds Fiber Failures Drove Helene Cell Outages

A new analysis of Hurricane Helene’s communications failures concludes that severed network connections—not collapsed cell towers—became the dominant reason mobile service stayed offline in mountainous North Carolina. The finding shifts the resilience question from whether towers can withstand a storm to whether the fiber and microwave links carrying their traffic can survive floods, landslides and prolonged repairs.

The [study, posted Sept. 10 by four networking researchers](https://arxiv.org/abs/2609.10944?ref=theamericanquorum.com), reconstructed 24 Federal Communications Commission disaster-status reports covering 80 state-days and 580 county-days after Helene. Across six affected states, physical damage accounted for only 1.1% of attributed cell-site outage-days. In North Carolina, however, transport or “backhaul” failures reached 52.2% of the attributed outages, narrowly exceeding power failures at 47.3%.

Backhaul is the connection that carries calls and data from a cell site into the wider network. A tower can remain upright, and even have backup electricity, while still being unable to serve customers if that link is cut. The researchers found North Carolina’s transport share rose from 7% early in the event to 85% later. On Oct. 15, 2024—17 days after Helene’s landfall—47 sites across six contiguous North Carolina counties lost transport without accompanying rain, power loss or reported physical damage, then recovered by the next federal report.

The analysis uses the FCC’s Disaster Information Reporting System, in which communications providers report infrastructure status during emergencies. One of the underlying [FCC reports from Oct. 11, 2024](https://docs.fcc.gov/public/attachments/DOC-406645A1.pdf?ref=theamericanquorum.com) showed that North Carolina still had 192 cell sites out of service in the activated disaster area, including 35 sites attributed to transport failure. The study’s contribution is to aggregate and reconcile those daily snapshots, then compare causes across terrain and over time.

The work has direct implications for North Carolina’s ongoing recovery spending. The state says Helene [damaged more than 1,700 miles of fiber and disrupted service for roughly 200,000 residents and businesses](https://governor.nc.gov/news/press-releases/2025/11/03/governor-josh-stein-announces-50-million-broadband-recovery-program-western-north-carolina?ref=theamericanquorum.com). In response, lawmakers created a $50 million Broadband Recovery Program for western counties. The [state program](https://www.ncbroadband.gov/funding-programs/broadband-recovery-program?ref=theamericanquorum.com) can finance repair, replacement or hardening of damaged infrastructure, including projects that relocate vulnerable lines or improve redundancy.

The practical takeaway is not that generators and battery backup are unnecessary. Power caused most attributed outages across the six-state study area, and carriers still need multiple layers of emergency electricity. But the North Carolina result indicates that backup power alone addresses less than half of the state’s documented failure mechanism once mountain backhaul breaks.

The paper is a preprint and has not yet completed journal peer review, so its percentages should be treated as a rigorous reconstruction rather than a final regulatory finding. Still, it gives state officials and internet providers a more precise target: resilience money aimed at diverse routes, hardened crossings and faster access to damaged fiber could preserve mobile service even when the towers themselves are standing.
