New York has approved a fourfold increase in its income-tax credit for eligible volunteer firefighters and ambulance workers, but the state’s published documents give different accounts of when the change applies and who can combine benefits. Governor Kathy Hochul announced the signing on [October 17](https://www.governor.ny.gov/news/governor-hochul-signs-legislation-quadrupling-new-york-state-tax-credit-volunteer-firefighters?ref=theamericanquorum.com); the [legislative record](https://www.nysenate.gov/legislation/bills/2025/A6790?ref=theamericanquorum.com) now lists the measure as Chapter 313, with an October 19 approval entry.

The common ground is the amount: the annual credit rises from $200 to $800 for an eligible individual, and from $400 to $1,600 for qualifying married joint filers. [Newsday’s reporting](https://newsday.atexcloud.io/long-island/politics/tax-credit-volunteer-firefighters-nf0xk2wv?ref=theamericanquorum.com) independently confirms the signing and increase. The posted bill specifies that both spouses must qualify individually to receive the joint amount.

## Two accounts of the start date

The [governor’s announcement](https://www.governor.ny.gov/news/governor-hochul-signs-legislation-quadrupling-new-york-state-tax-credit-volunteer-firefighters?ref=theamericanquorum.com) says the larger credit begins with tax year 2027 and can be claimed on returns filed in 2028\. It also says eligible volunteers may claim either the increased income-tax credit or a qualifying local property-tax exemption.

The active A6790A text on the [Senate website](https://www.nysenate.gov/legislation/bills/2025/A6790?ref=theamericanquorum.com), however, uses tax years beginning January 1, 2026, for the increased amount. It also contains language allowing the credit even when a taxpayer receives a property-tax exemption related to the same volunteer service. A separate clause says the act takes effect the April after becoming law.

Those are differences between documents, not a conclusion that every volunteer can claim both benefits or amend an earlier return. The bill’s action history also records approval memorandum No. 4\. The announcement and posted text reviewed for this report do not, by themselves, reconcile the different descriptions. Final implementation guidance is therefore important before treating either summary as individualized filing instructions.

## Recruitment is the policy objective

The increase is intended to help departments recruit and retain volunteers, according to the [signing announcement](https://www.governor.ny.gov/news/governor-hochul-signs-legislation-quadrupling-new-york-state-tax-credit-volunteer-firefighters?ref=theamericanquorum.com). Senate sponsor Monica Martinez and Assembly sponsor Karen McMahon described the financial demands of service and the need to support existing members while attracting new ones. That is the stated objective, not evidence that the law has already increased membership.

[Newsday](https://newsday.atexcloud.io/long-island/politics/tax-credit-volunteer-firefighters-nf0xk2wv?ref=theamericanquorum.com) reported that fire officials see attracting the next generation as a continuing challenge, with family and work demands competing for volunteers’ time. Martinez characterized the law as one step in a longer effort. The legislation changes a statewide tax benefit; it does not establish that any particular department has resolved its staffing needs.

For comparison, the Tax Department’s [existing guidance](https://www.tax.ny.gov/pit/credits/volunteerfirefighters.htm?ref=theamericanquorum.com), last updated December 16, 2024, still lists the $200 credit, requires active service and New York residency throughout the tax year, and generally excludes recipients of a service-related property-tax exemption. That older page describes the prior benefit rather than resolving the new documents’ differences.

Volunteers can use the Tax Department’s linked [IT-245](https://www.tax.ny.gov/pit/credits/volunteerfirefighters.htm?ref=theamericanquorum.com) form and instructions to track official filing guidance as it is updated. The confirmed statewide development is the approved increase; the precise interaction of timing, property-tax relief and individual eligibility should not be inferred from the larger dollar figure alone.
