# New Hampshire Promise Will Cover Tuition for More State Students

New Hampshire’s public university system will begin covering standard tuition in fall 2027 for a broader group of in-state students, creating a clearer affordability guarantee for families earning up to $100,000 a year.

The [University System of New Hampshire says](https://www.usnh.edu/our-institutions/new-hampshire-promise?ref=theamericanquorum.com) its New Hampshire Promise will apply to eligible first-time undergraduates who are state residents and to transfer students who earned an associate degree from the Community College System of New Hampshire. Students must enroll full time at the University of New Hampshire, Keene State College, Plymouth State University, UNH Manchester or UNH’s College of Professional Studies Online.

To qualify, an incoming student must have a prior grade-point average of at least 2.7, submit the Free Application for Federal Student Aid and come from a household with total family income of no more than $100,000 and “typical assets.” There is no separate application. USNH says admitted students who file the FAFSA will be considered automatically.

The guarantee is a last-dollar structure: federal, state and institutional grants together will cover standard tuition. It does not promise to pay fees, books, housing or meals, so recipients may still face substantial costs beyond tuition. Eligibility will be reviewed annually through the FAFSA, academic standing and full-time enrollment. Current students cannot newly enter the program, although students already receiving the system’s Granite Guarantee will retain that aid.

The announcement expands the reach of an existing tuition-aid model. A USNH enrollment official estimated that the revised criteria could make an additional 29% of next year’s incoming class eligible.

For families comparing options, the practical value depends on the campus. NHPR said the waiver could cover roughly $12,000 to $16,000 in annual tuition at the residential universities, while the online College of Professional Studies costs about $7,700 a year. The benefit also creates a direct pathway from the state’s two-year schools: qualifying transfers must first complete a community-college associate degree. The program arrives as the university system manages lower public support and enrollment pressure. NHPR reported that New Hampshire’s latest state budget reduced public-college funding by nearly $20 million and that UNH pursued $17.5 million in cuts. USNH says institutional endowment funds will help finance the new guarantee, while federal and state grants remain part of each student’s aid package.

The key distinction for families is that “no tuition” is not the same as “no college bill.” Applicants should still compare mandatory fees, living costs and the terms of other aid. But the fall 2027 guarantee gives qualifying residents a defined tuition ceiling before they choose among New Hampshire’s public four-year institutions.
