# Michigan Bills Would Add Citizenship Marks to Licenses

Michigan lawmakers have introduced a three-bill package that would place a visible eagle symbol denoting U.S. citizenship on driver’s licenses and state identification cards beginning January 1, 2027\. The proposal would make the designation optional for standard credentials but automatic, after verification, for newly issued or renewed enhanced licenses and IDs.

The package was introduced September 16 by Republican Reps. Mike Hoadley, R-Richland Township; Rachelle Smit, R-Martin; and Nancy Jenkins-Arno, R-Clayton. The bills have not passed either chamber, so no current Michigan credential rules have changed. [House Bill 6328](https://legislature.mi.gov/Bills/Bill?ObjectName=2026-HB-6328&ref=theamericanquorum.com) covers enhanced driver’s licenses and enhanced state IDs. Those credentials already require proof of U.S. citizenship and allow land or sea travel from Canada, Mexico, Bermuda and the Caribbean under federal rules. The bill would add the visible designation to enhanced credentials issued or renewed to citizens after the 2027 start date. It also would let holders of an unexpired enhanced credential request a citizenship sticker after presenting proof.

[House Bill 6329](https://legislature.mi.gov/Bills/Bill?ObjectName=2026-HB-6329&ref=theamericanquorum.com) would amend the Michigan Vehicle Code for standard operator’s and chauffeur’s licenses. A citizen could choose the designation by providing evidence such as a U.S. passport, certified birth certificate, naturalization certificate or other document accepted by the secretary of state. The bill does not make citizenship a condition for a standard license, and residents who qualify under existing law could still receive a credential without the marker.

[House Bill 6330](https://legislature.mi.gov/Bills/Bill?ObjectName=2026-HB-6330&ref=theamericanquorum.com) applies the same basic framework to official personal identification cards used by nondrivers. It gives the secretary of state authority to verify the documents listed in the driver-license bill and place the designation on eligible cards. Together, the bills would create a uniform visual cue across the three credential types.

The practical significance extends beyond the card design. Federal proposals requiring documentary proof of citizenship for voter registration have treated a REAL ID-compliant credential that indicates citizenship as acceptable evidence. Michigan is one of five states that issue enhanced licenses proving citizenship, but standard REAL ID cards generally do not display that status. The Michigan package does not itself change voter-registration law or authorize the marker as a substitute under any federal statute. Its immediate effect, if enacted, would be administrative: the secretary of state would need to establish verification, card-production and sticker procedures before January 2027\. The House must first refer and consider the bills, and any enacted version would also require Senate approval and the governor’s signature.
