Massachusetts has approved $11.5 million in state tax credits for 10 business expansions that officials project will create 674 jobs, preserve 1,093 existing positions and draw more than $339 million in private investment.

The awards, approved by the Economic Assistance Coordinating Council, span advanced manufacturing, robotics, building products and critical minerals. The administration's [project list](https://www.mass.gov/news/massachusetts-awards-115-million-in-tax-credits-to-support-business-growth-create-674-new-jobs?ref=theamericanquorum.com) shows that nine recipients are manufacturers and two projects are in Gateway Cities. Those figures are company commitments attached to incentive approvals, not completed hiring or investment.

The largest award is a $6.42 million credit for GreenSight, a Boston robotics company considering a 150,000-square-foot drone manufacturing plant in Massachusetts or Rhode Island. The project is expected to create 321 jobs. The [Boston Business Journal](https://www.bizjournals.com/boston/news/2026/09/23/greensight-drone-manufacturing-in-massachusetts.html?ref=theamericanquorum.com) reported that the proposed positions would average more than $100,000 in wages; GreenSight's own [careers page](https://www.greensightag.com/career/career?ref=theamericanquorum.com) currently lists engineering, assembly and robotics openings in the Boston area.

Two other large awards target strategic manufacturing. Kopin Corp. in Westborough received approval for $1.46 million in credits tied to an expansion projected to add 80 jobs and more than $80 million in investment. Kopin describes its Westborough headquarters as a site for the [design and manufacture](https://www.kopin.com/our-locations/?ref=theamericanquorum.com) of optical systems for defense and enterprise uses.

Phoenix Tailings in Burlington received $1.8 million for a rare-earth manufacturing expansion projected to create 120 jobs with roughly $16.7 million in investment. The company separately announced a conditional $500 million federal loan commitment in June for a larger domestic rare-earth platform, a commitment also detailed by the federal Office of Strategic Capital in its [release](https://www.war.gov/News/Releases/Release/Article/4517853/office-of-strategic-capital-signs-500-million-conditional-loan-commitment-with/?ref=theamericanquorum.com). The state credit is a distinct incentive, but both actions reflect the policy focus on domestic critical-mineral capacity.

The remaining awards range from $100,000 to $450,000 and cover projects in Orange, Sunderland, Woburn, Southwick, New Bedford, Taunton and Attleboro. Together, they account for 153 projected new jobs. Several also promise to retain sizable existing workforces, including 262 jobs at Plumbers' Supply Co. in New Bedford and 112 at Composite Products Systems in Attleboro. Proposed investments include $19 million at Westfield Grinding in Southwick, $16.7 million at Prysmian in Taunton and $15 million at the Attleboro composite-products operation.

Massachusetts' [Economic Development Incentive Program](https://www.mass.gov/info-details/economic-development-incentive-program-edip?ref=theamericanquorum.com) certifies projects and can award tax credits based on job creation and private investment commitments. The state revised the program in 2025 to streamline applications and increase the emphasis on full-time job creation, according to its [reform summary](https://www.mass.gov/news/massachusetts-unveils-major-reforms-to-economic-development-incentive-program?ref=theamericanquorum.com).

The approvals therefore set performance targets rather than guarantee outcomes. The practical measure will be whether the companies build the facilities, make the pledged investments and maintain the jobs required under their agreements. For now, the package signals where Massachusetts is placing its latest economic-development bets: manufacturing capacity, defense-linked technology and supply-chain industries.
