Kansas has opened a new rural-health grant window for transportation, community health workers and clinical nutrition programs, but the application launch is not a final federal funding commitment. The Department of Health and Environment’s October 16 [announcement](https://www.kdhe.ks.gov/m/newsflash/Home/Detail/2242?ref=theamericanquorum.com) sets a November 18 deadline while expressly making final amounts contingent on federal approval of its second-year budget.

KDHE’s announcement gives noon Central time on November 18 as the deadline. KDHE Secretary Janet Stanek described the opportunities as addressing transportation to medical services and support between visits. The department’s current [program page](https://www.kdhe.ks.gov/2361/Rural-Health-Transformation-Program?ref=theamericanquorum.com) continues to list both opportunities as open and says the Year 2 budget and project narratives remain under review by the Centers for Medicare & Medicaid Services.

Providers should verify timing before submission. The main deadline sections of both RFAs match that November 18 date, but their closing [transportation timeline](https://www.kdhe.ks.gov/DocumentCenter/View/60870/261016---NEMT-RFA-PDF?ref=theamericanquorum.com) and [nutrition timeline](https://www.kdhe.ks.gov/DocumentCenter/View/60871/261016-CHW-FIM-RFA-PDF?ref=theamericanquorum.com) list November 16\. The documents are internally inconsistent; applicants should seek KDHE clarification rather than assume the later date controls.

## Transportation funding cannot replace existing reimbursements

The non-emergency transportation [application document](https://www.kdhe.ks.gov/DocumentCenter/View/60870/261016---NEMT-RFA-PDF?ref=theamericanquorum.com) lists a proposed $3 million pool, subject to continued federal funding and change. It invites Kansas-based organizations providing, or proposing to provide, transportation serving rural areas. Examples include added vehicles, a dispatch platform spanning counties and rides not otherwise reimbursable because of the population or service involved.

A central restriction is nonduplication: grant money cannot replace payment for services already eligible for reimbursement. Applicants must continue existing billing pathways and develop a sustainability plan. KDHE’s [published requirements](https://www.kdhe.ks.gov/DocumentCenter/View/60870/261016---NEMT-RFA-PDF?ref=theamericanquorum.com) frame the program around access to appointments and other non-emergency care, rather than unrelated leisure trips. Those are application conditions, not findings that additional transportation capacity is already operating.

## Nutrition work carries separate obligations

The community-health-worker and Accountable Food is Medicine [request](https://www.kdhe.ks.gov/DocumentCenter/View/60871/261016-CHW-FIM-RFA-PDF?ref=theamericanquorum.com) lists roughly $1.45 million for Year 2, again subject to receipt of federal funds. It expects participating organizations to integrate community health workers into clinical teams, provide required training, develop billing workflows and plan to sustain services. Applicants must identify target chronic conditions and participate in evaluation, including patient-level measures at intake and completion.

The document also draws an important funding boundary: RHTP grant funds cannot purchase food or beverages. KDHE says it is working with Sunflower Foundation and philanthropic partners on a separate food-procurement and delivery infrastructure. Applicants should therefore distinguish the clinical workforce and program support being funded from the food itself, rather than assume all nutrition expenses are eligible under the [grant terms](https://www.kdhe.ks.gov/DocumentCenter/View/60871/261016-CHW-FIM-RFA-PDF?ref=theamericanquorum.com).

These details come from KDHE’s authoritative application records. They describe intended services and obligations, not demonstrated improvements in patient outcomes or an entitlement for individual residents. The [state’s notice](https://www.kdhe.ks.gov/2361/Rural-Health-Transformation-Program?ref=theamericanquorum.com) that federal review remains pending is material when providers build budgets and make commitments.

## Help before submission

KDHE’s [announcement](https://www.kdhe.ks.gov/m/newsflash/Home/Detail/2242?ref=theamericanquorum.com) schedules informational webinars for both opportunities on October 21\. The Kansas Health Institute’s [assistance hub](https://www.khi.org/articles/rural-health-transformation-program-technical-assistance-hub/?ref=theamericanquorum.com) offers free help interpreting requirements, developing budgets and reviewing draft materials. KHI says it does not write applications or decide eligibility, compliance or funding; obtaining assistance does not guarantee selection.
