Hernando County contractors will have to submit building-permit applications and supporting documents electronically beginning November 1, 2026, under a change announced by the county’s Building Division. The requirement is not a blanket end to paper applications: the county says citizens may continue submitting them for now.

The October 19 [county notice](https://www.hernandocounty.us/news/posts/hernando-county-building-division-to-transition-to-paperless-permit-applications-for-contractors/?ref=theamericanquorum.com) directs contractor submissions to its Tyler online permitting system. It says applicants can submit documents, monitor application status and access permitting information there. It does not specify a separate end date for the citizen paper option.

That distinction matters for people preparing a project with a contractor versus those submitting an application themselves. The notice describes the submission requirement by applicant group; it should not be read as an announcement that every property owner must stop using paper November 1\. Applicants uncertain which instructions apply to their circumstances should check directly with the Building Division.

## New applications and legacy permits use different routes

The county’s current [contractor guidance](https://www.hernandocounty.us/building-development/building/contractors/?ref=theamericanquorum.com) distinguishes the new Tyler system from a temporarily reinstated legacy contractor portal. It says the older portal is only for permits applied for or issued in the previous system. Listed uses include uploading documents, submitting revisions or resubmittals, checking status and scheduling inspections for those older permits.

The same guidance warns that new permits submitted through that legacy route will be denied and directs people registering or starting a new permit to the [Tyler portal](https://hernandocountyfl-energovweb.tylerhost.net/apps/selfservice?ref=theamericanquorum.com#/home). Its public landing page was accessible when checked October 20\. That check did not include registration, an application submission or a test of processing times.

The announcement’s embedded portal link resolves to a different county website path. This report instead links the Tyler address printed in the contractor guidance. Readers should use the county’s current Building pages to distinguish new submissions from older permit records, rather than assume that every portal link serves the same purpose.

## An existing system, with transition details still to confirm

This is a new submission requirement for an already introduced service, not the system’s initial launch. A March 4 [launch notice](https://www.hernandocounty.us/news/posts/hernando-county-s-new-civic-access-system-goes-live-enhancing-public-services/?ref=theamericanquorum.com) said Civic Access had replaced the previous platform and offered online permitting, licensing and fee-estimation functions. Those descriptions are the county’s account of the service, not independent evidence that applications are processed faster.

Some older instructions remain on the contractor page, including a paper-submission section. The newer, dated notice is more specific about the November 1 contractor requirement and continuing citizen option. It does not explain every transition case, including contractor exceptions, system outages or applications already underway. Those details should not be assumed from the general guidance.

The American Quorum has asked the division to clarify those cases, confirm the correct portal instructions and identify current assistance arrangements and any effects beyond submission method. The published notices do not establish a change in permit fees or a guaranteed approval timetable.

For help, the current [Building page](https://www.hernandocounty.us/building-development/building/?ref=theamericanquorum.com) lists 352-754-4050 and bldg@hernandocounty.us. It also says contractors must schedule inspections through the portal, while homeowners may use email or telephone. That is a separate instruction from the November 1 application change.
