# Arizona Residents Reach 69.4% of U of A Freshman Class

Arizona residents now make up 69.4% of the University of Arizona's incoming first-year class, a sharp increase from 53% two years ago as the state's flagship university puts more emphasis on in-state access and student completion.

The university's [fall 2026 census fact sheet](https://uair.arizona.edu/sites/default/files/2026-09/Fall-2026-Census-Enrollment-Fact-Sheet.pdf?ref=theamericanquorum.com), released Sept. 24, counts 6,111 new first-year students and 2,387 new transfer students. Arizona residents account for more than two-thirds of freshmen, compared with 63% in 2025 and 53% in 2024\. The change represents a 16.4-percentage-point shift toward in-state students over two admission cycles.

The class is also entering with stronger academic indicators. The [university's enrollment report](https://news.arizona.edu/news/enrollment-u-sees-major-gains-academic-quality-preparedness-access-arizonans?ref=theamericanquorum.com) gives the average first-year high school grade-point average as 3.55, with more than 40% above 3.75 and nearly 36% finishing in the top 10% of their high school class. More than 30% are first-generation college students.

Those figures matter beyond Tucson because the university is a public institution governed by the Arizona Board of Regents and serves students from across the state. The resident yield rate — the share of admitted Arizona students who enrolled — reached 43.7%, its highest level in a decade. Arizona Online also reported a 15% increase in new in-state enrollment from last year.

Affordability remains part of that recruitment strategy. Resident undergraduate tuition has stayed flat for three consecutive years. In a [Sept. 16 essay](https://hechingerreport.org/opinion-controlling-college-costs/?ref=theamericanquorum.com), university President Suresh Garimella said the freeze accompanied the elimination of a $177 million budget deficit and a reduction of more than 20% in administrative spending. Those are institutional claims, but they frame why the university is emphasizing resident enrollment and measurable outcomes rather than headcount alone.

The university reports 67,714 students across all campuses, Arizona Online and the separately branded University of Arizona Global Campus. Excluding Global Campus, enrollment is 49,104\. Its four-year graduation rate rose four percentage points to 61.2%, while new doctoral enrollment increased 4%. New international enrollment moved in the opposite direction, falling 13% from last year.

At the high-achieving end of the class, the W.A. Franke Honors College enrolled 1,270 new students, up 29.6%. Twelve of Arizona's 20 new Flinn Scholars chose the university, according to a separate [April announcement](https://news.arizona.edu/news/dozen-flinn-scholars-will-attend-u-fall-ranking-no-1-arizona?ref=theamericanquorum.com). The statewide scholarship covers tuition, fees, housing, meals and other support and was awarded from a pool of 1,150 applicants.

The access figures also contain an economic measure. More than 33% of first-year students and more than 39% of in-state students are eligible for federal Pell Grants, which generally serve undergraduates with significant financial need. Transfer enrollment from Pima Community College rose 5.7% to its highest level since 2020, following expanded course-transfer pathways and advising cooperation.

The census does not by itself show whether the more Arizona-heavy class will persist or improve long-term completion. It does establish a measurable change in whom the university is enrolling: substantially more residents, a larger honors cohort and a higher resident acceptance yield, while total enrollment and tuition revenue remain within the university's stated budget expectations.
