Pakistan’s federal government has suspended the elected administration of Khyber Pakhtunkhwa, the only province governed by imprisoned former Prime Minister Imran Khan’s party, and placed the northwestern region under emergency rule. The move sharply escalates a confrontation that combines a resurgent militant threat, a planned opposition march and a long-running dispute over the military’s role in politics.

President Asif Ali Zardari approved the emergency on Sunday, Oct. 11, acting on advice from Prime Minister Shehbaz Sharif after a federal Cabinet meeting. An [official notice](https://www.app.com.pk/national/president-zardari-approves-summary-regarding-emergency-in-kp/?ref=theamericanquorum.com) said the decision followed security reports, failed negotiations with provincial leaders and the Cabinet’s recommendation to invoke Articles 232 and 234 of Pakistan’s Constitution.

The order removes Chief Minister Sohail Afridi and his Cabinet from control of a province bordering Afghanistan that has faced persistent attacks by the Pakistani Taliban. An appointed governor, assisted by an 11-member council, will oversee provincial affairs. The Interior Ministry also plans to deploy troops, [Reuters reported](https://www.reuters.com/world/asia-pacific/pakistan-president-imposes-emergency-province-ruled-by-ex-pm-imran-khans-party-2026-10-11/?ref=theamericanquorum.com).

## Islamabad cites militancy and failed coordination

Sharif’s government says Khan’s Pakistan Tehreek-e-Insaf party, known as PTI, had disengaged from counterterrorism efforts while concentrating on securing its leader’s release. Interior Minister Mohsin Naqvi accused the provincial government of slow decisions and poor coordination, while federal officials said militants had gained ground. PTI rejects those claims and says Islamabad failed to provide sufficient funding and equipment.

The security concern is substantial. Khyber Pakhtunkhwa includes former tribal areas along the Afghan border where Tehrik-e-Taliban Pakistan has rebuilt operational strength. Pakistan accuses Afghanistan’s Taliban government of allowing TTP fighters to use Afghan territory; Kabul denies that allegation. The TTP is organizationally separate from Afghanistan’s rulers but shares ideological and historical ties with them.

The timing, however, also makes the action inseparable from Pakistan’s political crisis. Afridi had been leading rallies demanding Khan’s release and was preparing supporters to march toward Islamabad. Authorities detained PTI activists before the planned demonstration and positioned shipping containers along major routes into the capital. ## The Constitution gives Parliament a deadline

The [constitutional text](https://www.na.gov.pk/uploads/documents/1495426115%5F559.pdf?ref=theamericanquorum.com) allows the president to assume provincial functions, direct a governor to exercise them and place provincial legislative authority under Parliament when a provincial government cannot operate according to the Constitution. It does not permit the president or governor to take over powers belonging to the provincial High Court.

The same text imposes limits. A proclamation under Article 234 must be presented to a joint sitting of Parliament and expires after two months unless lawmakers approve it. Parliament may extend it in two-month increments, but the measure cannot remain in force for more than six months. Article 232 separately governs a broader emergency when national security is threatened by war, external aggression or an internal disturbance beyond a province’s control.

The order therefore begins a period of direct federal control, not an unlimited transfer of power. Parliamentary approval, judicial review and the government’s ability to improve security will determine whether the measure survives politically and legally. Pakistani newspaper [Dawn reported](https://www.dawn.com/news/2036352/federal-cabinet-gives-nod-to-imposition-of-emergency-in-kp-summary-sent-to-president?ref=theamericanquorum.com) that Article 233, which can be used to suspend enforcement of specified fundamental rights during an emergency, was not cited in the signed summary.

## PTI calls the order a disguised coup

PTI spokesperson Zulfikar Bukhari described the suspension as a coup disguised as an emergency and said it was designed to stop the march. The party argues that its Khyber Pakhtunkhwa government held the clearest popular mandate in the country after the disputed 2024 election. Candidates aligned with Khan won more National Assembly seats than any rival bloc, but PTI formed a provincial government only in Khyber Pakhtunkhwa.

Khan has been imprisoned since 2023 in cases involving state gifts, violence and other allegations. He denies wrongdoing, and his supporters say the cases are politically motivated. The government rejects that claim. Several of Khan’s convictions have been suspended or overturned, but at least one remains in force and appeals continue.

Other opposition figures also criticized the emergency. Maulana Fazlur Rehman, who had mediated between the government and PTI, called it an attack on democracy. The [emergency order](https://www.aljazeera.com/news/2026/10/11/pakistan-imposes-emergency-rule-in-khyber-pakhtunkhwa?ref=theamericanquorum.com) followed unsuccessful talks in which the government emphasized counterterrorism while PTI pressed for hospital care, family access and release for Khan.

## A security test now belongs to the federal government

The transfer gives Islamabad direct responsibility for both security and civilian administration in a province already strained by violence and political polarization. If militant attacks decline and public services continue, Sharif’s government will argue that emergency rule addressed a genuine breakdown. If violence persists or protests intensify, the decision may reinforce PTI’s claim that national security was used to eliminate an elected rival.

That is the central risk. Pakistan’s government has invoked constitutional authority, but it has also removed the country’s largest opposition movement from the last government it controlled. The coming parliamentary vote and the treatment of detained PTI leaders will show whether emergency rule remains a temporary security measure or becomes a deeper rupture in Pakistan’s federal democracy.
