# German Navy Tests LORA as Berlin Weighs Ballistic Missiles

Germany’s navy has successfully fired an Israeli-built LORA ballistic missile from a frigate in the North Atlantic, giving Berlin its first practical look at a weapon category the German military does not currently operate. The overnight trial, disclosed by German officials on Wednesday, tested a ship-launched system that the Defense Ministry says can reach targets up to 500 kilometers away, according to [Reuters](https://www.reuters.com/business/aerospace-defense/germany-successfully-tests-israeli-ballistic-missile-officials-say-2026-09-02/?ref=theamericanquorum.com).

The result is an engineering milestone, not a procurement decision. Germany has not announced an order, a deployment schedule or the number of launchers and missiles it might buy. Israel Aerospace Industries publishes a standard LORA range of 90 to 430 kilometers, while German officials described the evaluated system as capable of up to 500 kilometers. That difference may reflect configuration or test parameters that neither side has publicly detailed.

Still, the trial matters because it placed a ballistic deep-strike option aboard a German warship at a moment when Berlin is trying to close long-standing gaps in European deterrence. Germany is simultaneously modernizing its air-launched Taurus cruise missile, exploring an American ground-launched system and joining European partners on a future long-range weapon. LORA offers a faster, already-developed route, but buying it would introduce new integration, command and escalation questions.

## What the North Atlantic test established

The previously undisclosed test took place in waters between Ireland and Iceland, and two German frigates participated, according to the German news agency [DPA](https://www.welt.de/newsticker/dpa%5Fnt/afxline/topthemen/article6a97632e518a586e185601aa/marine-testet-erfolgreich-weitreichendes-raketensystem-lora.html?ref=theamericanquorum.com). Authorities issued an aviation and maritime warning about 45 days beforehand, an important procedural detail for a long-range live-fire event. Navy chief Vice Adm. Jan Christian Kaack called the launch successful and said it opened a new chapter for German maritime readiness and deterrence.

LORA is a road-mobile or sea-launched surface-to-surface weapon carried in a sealed canister. Its manufacturer says the missile uses satellite-aided inertial navigation, a solid-fuel motor and a trajectory designed for rapid strikes in difficult weather. IAI also advertises ten-meter accuracy, but that is a company claim rather than an independently verified result from Germany’s trial. A ballistic missile follows a different flight path from the cruise missiles already central to Germany’s deep-strike planning. It accelerates rapidly and spends much of its flight on an arcing trajectory, while a cruise missile flies through the atmosphere more like an unmanned aircraft. The distinction affects warning time, defenses, platform requirements and target sets. LORA is a conventionally armed theater weapon, however, not an intercontinental or nuclear system, and its advertised reach remains regional.

## A gap Taurus alone cannot fill

Germany’s current long-range strike capability is built around Taurus, an air-launched cruise missile with an official reach exceeding 500 kilometers. Berlin holds roughly 600, according to Reuters, but only combat aircraft configured for the weapon can employ them. That dependence concentrates the mission in a limited number of aircraft, air bases and trained crews. A frigate-based ballistic missile would distribute launch capacity across another service and complicate an opponent’s effort to suppress it.

Berlin has already paid to preserve and upgrade the Taurus industrial base. The Taurus joint venture received a government contract in December to prepare German serial production of the more resilient Taurus NEO. [MBDA](https://www.mbda-systems.com/mbda-jv-receives-taurus-neo-contract-strengthen-deep-strike-capabilities?ref=theamericanquorum.com) says the weapon will retain a range above 500 kilometers and improve survivability against modern air defenses. Yet production is not expected to begin before 2029, leaving a near-term question that an off-the-shelf system such as LORA could partly answer.

That does not make a LORA purchase simple. Germany would need to decide which ships could carry canisters without compromising other missions, how targeting data would reach them and who could authorize a strike. Magazines, maintenance, crew training, software, communications security and resupply would all have to fit German and NATO systems. The public test demonstrates that a missile can be launched from a frigate; it does not show that an operational German unit can sustain the capability in combat.

## Berlin is comparing three paths

The LORA evaluation sits alongside the European Long-Range Strike Approach, or ELSA, which Germany, France, Italy, Poland, Sweden and Britain formalized at NATO headquarters in June. The initiative is intended to coordinate development and procurement rather than force every participant into one design. Germany’s Defense Ministry said the partners would use [ELSA](https://www.bmvg.de/de/nato-treffen-gipfel-ruestungskooperationen-fokus?ref=theamericanquorum.com) to strengthen European industrial capacity and field more precise weapons at greater distance.

A European program could provide sovereign design authority, shared production and a common support network, but development takes time. Buying an established Israeli missile could move faster and create competitive pressure on European suppliers. It could also make Germany reliant on Israeli export approvals and a separate supply chain. Berlin therefore faces a familiar defense-acquisition tradeoff: speed and lower development risk now versus greater European control and industrial returns later.

The third path involves the United States. American forces are due to begin episodic deployments of longer-range capabilities in Germany, including Tomahawk cruise missiles and the SM-6, while Berlin has expressed interest in the Typhon launcher that fires them. Those deployments strengthen alliance deterrence, but they remain American capabilities unless Germany completes its own purchase, training and command arrangements.

## More reach brings harder choices

Long-range conventional weapons can improve deterrence by threatening launch sites, air defenses, command posts and logistics hubs that otherwise sit beyond friendly artillery. A mix of air-, land- and sea-launched systems creates overlapping options and reduces the chance that an adversary can disable them with a single attack. It also allows commanders to match a weapon’s speed, range and survivability to the target instead of relying on one scarce inventory.

The same qualities generate escalation risks. Ballistic launches are detected quickly, but the observing state may not immediately know the warhead, target or intent. Mobile and maritime launchers can also move during a crisis, making force posture harder to interpret. Germany would need clear doctrine, robust political control and reliable NATO notification procedures so that a conventional deterrent does not create avoidable ambiguity, particularly in a confrontation involving a nuclear-armed Russia.

The test came only hours after Berlin publicly blamed Russia for an attempted drone attack at Leipzig/Halle Airport and promised additional measures. That sequence gives the launch political resonance, but it should not be read as evidence that LORA was selected in response to one incident; the test required weeks of advance warning and preparation. ## The procurement decision still lies ahead

The next meaningful signals will be contractual, not rhetorical. Berlin must disclose whether it wants more trials, an interim purchase or a permanent naval ballistic-missile force. Cost, quantities, delivery dates, warhead choices, launcher placement and German industrial participation will determine whether LORA becomes a deployable capability or remains a successful experiment. Parliamentary budget approval and Israeli export authorization would also be necessary before any significant fielding plan could proceed.

Germany must then explain how LORA would relate to Taurus NEO, ELSA and possible Typhon acquisition. The systems are not direct substitutes: they launch from different platforms, fly different profiles and cover different distances. But budgets, crews and command attention are finite. A coherent force plan should identify which targets each system is meant to hold at risk and how many weapons are required to maintain credible stocks after training and wartime use.

For now, the evidence supports a narrower conclusion than the language of a new deterrence chapter might suggest. Germany has shown it can conduct a controlled shipboard launch of an existing ballistic missile and is treating maritime deep strike as a serious option. It has not yet acquired that option. The strategic importance of the trial will depend on whether Berlin turns a technically successful demonstration into an affordable, integrated and politically controlled force.
