Florida declared a state of emergency in seven counties Monday after heavy rain flooded neighborhoods and roads, prompting rescues on the Space Coast and forcing some election officials to move polling places ahead of Tuesday’s general election.

The declaration covers Brevard, DeSoto, Hardee, Highlands, Indian River, Martin and St. Lucie counties. [WFTV reported](https://cmg-cmg-tv-10070-prod.web.arc-cdn.net/news/local/desantis-declares-state-emergency-7-florida-counties-after-severe-flooding/PXEG7FBYZZCWDKNC4PUQMTZ7P4/?ref=theamericanquorum.com) that the order followed widespread rainfall from Oct. 31 through Nov. 2 and assigned the state emergency management director to coordinate the response. The most visible disruption Monday was in Brevard, where rising water cut off roads and left some residents needing help to leave.

The storm created two immediate problems for public officials. Rescue crews had to reach people in flooded areas, while election supervisors had to make sure voters and poll workers could reach the buildings designated for Nov. 3\. A road or building can remain unusable after the rain that flooded it has stopped.

## Heavy rain overwhelms parts of Brevard

The [Melbourne forecast](https://forecast.weather.gov/product.php?format=TXT&glossary=1&issuedby=MLB&product=AFD&site=OKX&version=2&ref=theamericanquorum.com) office reported Monday afternoon that rainfall amounts reached an estimated 16 to 22 inches in parts of southern Brevard. Those figures describe the hardest-hit area, rather than a uniform total across the county or the seven counties in the declaration.

The flooding affected communities around Melbourne, West Melbourne and Palm Bay. Roads were among the first places where the danger was visible: water stranded vehicles and interrupted travel, and sections of the road network remained unusable into the evening. Even a driver familiar with a street cannot judge the pavement or obstacles beneath standing water by looking at its surface.

[News 6](https://www.clickorlando.com/news/local/2026/11/02/brevard-county-schools-closed-amid-flash-flood-warning-heavy-rain/?ref=theamericanquorum.com) reported that Florida Fish and Wildlife Conservation Commission officers rescued more than 60 people in Brevard on Monday. The agency used airboats and other shallow-water vessels, as well as aircraft and drones, in operations around Melbourne and Palm Bay. That figure reflects rescues reported by the wildlife agency, rather than a final tally from every responding department.

## Schools close and a shelter opens

Brevard Public Schools canceled Tuesday classes after Monday’s closures. News 6 also reported that flooding closed a stretch of U.S. 192 in West Melbourne on Monday evening, between Coastal Lane and the Wickham Road and Minton Road intersection. That closure illustrated how a flooded corridor can disrupt trips well beyond the homes directly affected.

In its Monday [emergency updates](https://www.brevardfl.gov/eahome?ref=theamericanquorum.com), Brevard County said the American Red Cross had opened a shelter at Parker Memorial Missionary Baptist in Cocoa. The county urged people to stay off flooded roads and emphasized that darkness can conceal hazards. Its emergency page also collects local notices, including information on roads, closures and utilities that can change as conditions improve.

## Election officials move affected polling places

Brevard’s election office announced temporary moves for some precincts, citing safety concerns for voters and election workers. The Florida Division of Elections added a temporary changes link to its [precinct lookup](https://dos.fl.gov/elections/for-voters/check-your-voter-status-and-polling-place/voter-precinct-lookup?ref=theamericanquorum.com). Voters in affected areas should use that directory to confirm the current address for their assigned precinct before leaving for the polls, rather than relying on an address they used in a previous election.

A relocation changes where affected residents go to cast a ballot. It does not mean voters can assume any nearby polling place is their replacement. The address matters particularly in communities where a familiar building or route is inaccessible, and the official listing can reflect changes that were not included in earlier reports.

[Local reporting](https://www.clickorlando.com/election-2026/2026/11/03/record-flooding-forces-brevard-county-to-move-election-day-polling-locations/?ref=theamericanquorum.com) identified three replacement sites: New Shiloh Christian Center and Joseph N. Davis Community Center in Melbourne, and the City Hall Council Chambers in Palm Bay. Multiple precincts were reassigned to the same buildings. The election office warned that further moves were possible, so the list of replacement buildings is a snapshot of Monday’s announcement.

## What the emergency order changes

Executive Order 26-227 allows state officials to mobilize additional resources, including the Florida National Guard and Florida State Guard if needed. It also gives transportation officials flexibility to manage roads and tolls for emergency operations and allows local governments to bypass certain administrative procedures to speed up response work.

The order provides a separate process for county election supervisors who cannot meet certain polling-place requirements because of the flooding. They must notify the Department of State of proposed alternatives, which require the secretary of state’s approval. That is a way to adapt operations where necessary, rather than a blanket change to voting arrangements across all seven counties.

The declaration took effect Monday and is set to last 60 days unless extended. That duration describes the emergency authority, not a forecast for how long individual roads or public buildings will remain closed. Those decisions depend on conditions at each site. For Brevard residents, the practical distinction on Tuesday is between a state declaration that makes help available and local updates that say which routes, services and polling places are usable.
