# WMO Says El Niño May Become Strongest on Record

El Niño is nearly certain to persist through February 2027 and has a 69% chance of reaching a strength unmatched in modern records during the final three months of this year, according to new international and U.S. forecasts. The World Meteorological Organization said Thursday that the Pacific warming pattern is already among only four events rated very strong since 1950 and could intensify further before peaking near the end of 2026.

The agency’s [new update](https://wmo.int/news/media-centre/el-nino-set-become-very-strong-raising-risks-of-extreme-weather-2027?ref=theamericanquorum.com) marks its most confident persistence forecast in the bulletin’s history. Average sea-surface temperatures in the central-eastern equatorial Pacific rose from 1.5 degrees Celsius above normal during May through July to 2 degrees above normal in July, while weekly readings later reached roughly 2.2 to 2.6 degrees. Some subsurface waters were more than 8 degrees above average, providing a reservoir of heat that can sustain the event.

The shift matters because El Niño reorganizes tropical winds, rainfall and atmospheric circulation, influencing drought, floods, heat and storms far from the Pacific. It has already been linked to crop losses in Central America and operating limits at the Panama Canal. ## A Coupled Ocean and Atmosphere Are Strengthening Together

El Niño is the warm phase of the El Niño–Southern Oscillation, a natural cycle that typically appears every two to seven years and lasts nine to 12 months. It begins when trade winds weaken or reverse across the equatorial Pacific, allowing warm surface water to shift east and altering the location of tropical thunderstorms. Those changes affect high-altitude wind patterns that steer weather systems across continents, creating recognizable but variable seasonal tendencies.

The present event is not defined by warm water alone. U.S. forecasters have measured westerly low-level wind anomalies, enhanced convection over the central and eastern Pacific, suppressed rainfall over Indonesia and a deeper-than-normal thermocline. NOAA’s [August assessment](https://www.cpc.ncep.noaa.gov/products/analysis%5Fmonitoring/enso%5Fadvisory/ensodisc.shtml?ref=theamericanquorum.com) put the probability of a very strong event above 90% for the Northern Hemisphere fall and winter, with a 69% chance that the October–December relative Niño 3.4 index reaches at least 2.5 degrees Celsius.

Australia’s Bureau of Meteorology provides a separate check using its relative Niño index, which adjusts tropical Pacific readings for warming across the global oceans. Its [September update](https://www.bom.gov.au/climate/enso/?ref=theamericanquorum.com) measured the weekly relative Niño 3.4 anomaly at 2.45 degrees for the week ending August 30, compared with its 0.8-degree El Niño threshold. The atmospheric Southern Oscillation Index stood at minus 14.6, also firmly in El Niño territory, while all bureau models projected further warming.

## Record Strength Is a Probability, Not a Final Measurement

The phrase strongest on record describes a forecast category rather than an observed seasonal result. NOAA evaluates strength using a three-month relative ocean index, so weekly spikes do not settle the ranking. Forecast skill also varies with lead time and model behavior. The 69% probability is unusually high, but it still leaves a substantial chance that the event peaks below the historic threshold even though it remains very strong.

Measurement methods matter as the background ocean warms. Traditional indices compare current Pacific temperatures with a historical average, while relative indices subtract broader tropical warming to isolate the east-west contrast that drives atmospheric coupling. WMO draws on a consensus of global producing centers rather than one model. Agreement across systems has increased confidence in persistence, but neither consensus nor an exceptional temperature anomaly converts seasonal tendencies into precise local forecasts.

The earlier [seasonal outlook](https://wmo.int/news/media-centre/strong-el-nino-expected-intensify?ref=theamericanquorum.com) projected a classic El Niño rainfall footprint for August through October: wetter conditions across the Greater Horn of Africa, parts of Central Asia, southern Europe, western North America and southeastern South America, with drier conditions favored over the Indian subcontinent, southern and eastern Australia, southern Central America, parts of the Caribbean and northern Europe. National weather services remain the proper source for operational warnings because these broad signals can shift.

## Food and Water Systems Are the First Stress Test

Agriculture is especially exposed because planting decisions precede observed seasonal rainfall. Drought can reduce yields and pasture, while excessive rain can delay planting, damage crops and disrupt transport. The World Food Programme said in its [preparedness plan](https://www.wfp.org/news/world-food-programme-ramps-preparedness-and-response-plans-el-nino-threatens-push-tens?ref=theamericanquorum.com) that effects may continue through 2027 because one failed season alters inventories, prices, household income and the next planting cycle even after Pacific temperatures begin to decline.

Central America’s Dry Corridor is already showing that progression. Those figures come from a targeted survey rather than a complete regional census, but they demonstrate how climatic risk becomes a food-security problem through lost harvests and reduced purchasing power.

Water-dependent infrastructure faces a parallel test. The Panama Canal, which uses freshwater to move ships through its locks, will cap daily transits at 34 beginning September 4 and reduce the limit to 32 on September 15\. The restrictions show how a forecast can prompt preventive action before the event reaches peak intensity.

## Health and Economic Risks Depend on Existing Vulnerability

El Niño does not directly cause a uniform set of health outcomes. It changes the likelihood of hazards that operate through local systems: extreme heat can increase heat illness, drought can undermine water quality and nutrition, floods can contaminate supplies, and altered rainfall can shift mosquito habitat. Economic damage likewise depends on exposure and capacity. Irrigated commercial farms, subsistence producers, hydropower systems, insurers and ports respond differently to the same rainfall anomaly. Commodity prices can rise when markets anticipate shortages, then reverse if harvests outperform forecasts or demand weakens. A strong signal therefore improves the case for scenario planning, water conservation and pre-positioned aid, but it does not justify attributing every price movement or weather disaster to El Niño.

The event is also unfolding on a warmer planet. El Niño is natural and is not caused by greenhouse-gas emissions, but it releases additional ocean heat into an atmosphere already elevated by long-term warming. WMO previously calculated an 86% chance that at least one year from 2026 through 2030 will surpass 2024 as the warmest on record in its [five-year forecast](https://wmo.int/news/media-centre/new-report-suggests-more-global-temperature-records-ahead?ref=theamericanquorum.com). Officials now say 2027 has that potential, though a full-year temperature record remains a projection.

## The Forecast Creates a Narrow Window for Early Action

WMO’s September–November models favor above-normal temperatures across almost all land areas. They also anticipate a positive Indian Ocean Dipole, while the tropical Atlantic remains warmer than normal. Those additional patterns can reinforce, weaken or redirect typical El Niño effects. Australia’s bureau, for example, notes that the Indian Ocean Dipole recently returned to neutral even though models still allow a positive phase, illustrating why regional outlooks will require repeated updates.

The near certainty of persistence changes the operational question from whether governments should prepare to where limited resources can prevent the greatest loss. Agricultural agencies can distribute drought-tolerant seed before planting; water managers can conserve storage; public-health systems can prepare surveillance and supplies; and humanitarian groups can use forecast triggers for cash or food assistance. Each intervention still requires local evidence, since acting on a global label without regional probabilities can misallocate resources.

The new forecast establishes that a very strong El Niño is underway and likely to shape climate well into 2027\. It does not establish that it will become the strongest measured event, nor does it specify the severity of any country’s drought, flood or heat. The decisive evidence will arrive through the event’s three-month ocean index, regional rainfall and temperature observations, and the performance of early-warning systems intended to turn an unusually confident global forecast into practical risk reduction.
